Making Sense of Guarantees of Origin in Spain: Spanish GO Management Explained

Guarantees of Origin, or ‘Garantías de Origen’ (GdOs) are digital certificates that prove that one megawatt-hour of electricity was produced from 100% renewable sources. For every 1 MWh you generate, you can be issued one certificate under the EU’s framework and the AIB rules. Across Europe, companies buy these certificates to back up their renewable claims and Scope 2 strategies. But here’s the catch for Spanish producers: accessing that value isn’t as straightforward as it should be.

What do you need to issue and sell GdOs?

In Spain, you have to interact with three different organizations:

  • OMIE – the Iberian day-ahead and intraday market operator.
  • REE – the system operator that schedules and balances the grid.
  • CNMC – the regulator that validates and issues the Guarantees of Origin.

These three systems are connected. If you’re not properly registered in all three (as owner or through a representative), you won’t be able to operate with GdOs. Even worse, if your data doesn’t match across OMIE, REE, and CNMC, the process can be blocked - because the systems are deeply linked, feeding one another the correct information about market participants and their registered devices.

What if you don’t meet every requirement?

Many producers get stuck because:

  • They can’t keep registrations or representation aligned across OMIE, REE and CNMC
  • They lack administrative bandwidth for all the filings
  • They assume a simple power of attorney is enough to delegate GdO management to somebody else (under Circular 1/2018, it’s more complex than that)
  • They are outside the RECORE scheme and think they can’t receive GdOs

What about installations outside RECORE?

Even if you don’t receive support under the specific remuneration regime (RECORE), you can still participate in the GdO system. However, you must be registered in SICILIA, CNMC’s data platform that coordinates information flows with OMIE and REE for settlements and measurements. In short: yes, you can participate, but the prerequisites remain the same.

How does representation work?

If you want a company to manage your GOs for you, such as Soldera, you’ll need a representative. But, a representative being registered only with CNMC is not enough. Your representative must be identical across the three organizations (CNMC, OMIE and REE) with the same legal name and scope, or they will not be able to operate. This requirement is set by Spain’s Circular 1/2018, which governs issuance and disclosure of Guarantees of Origin.

n other European markets access to GdO issuance and transfer is far more streamlined, involving a simple signup with clear carveouts for GO-only representation that has no regulatory overlap with intraday or day-ahead markets. By contrast, Spain demands tight coordination across REE, OMIE, and CNMC, which significantly raises the operational and administrative bar, especially for small assets.
